国会的货币主义倾向是在两方面起作用的。如果通货膨胀是联邦储备系统的错误,那为什么还得去麻烦国会增加收税呢?不过,国会在税收和预算立法中忽视宏观经济方面的考虑,是有更重要和更明显的理由的。分配公平的问题、纳税人的特殊利益问题以及拟议中的开支的受益人问题都必定要优先考虑。
政治上的约束是逐渐地放松的,而且也只能是逐渐地放松。在这个范围内,我们能够搞出各种超越行政预算框框的方法,提供一些财政性的刺激。如在不可避免地增加工资税之前,提高社会保险金,向私人贷款者出售公债,加速收税以及重新安排政府支出的时间。实行投资税优惠的做法,除了有其他好处之外,还有可能使预算中的每一块美元发挥比较大的经济作用。
